A RWANDESE EX-BODYGUARD TO PAUL KAGAME KIDNAPPED IN UGANDA AND THE AUTHORITIES KEEPS BLIND EYE.



Pte Innocent Kalisa who served as a bodyguard to president Kagame had fled Rwanda to Uganda for security reasons back in 2010; he experienced a number of threats from the Rwandan security agents who operates in Uganda throughout. John Ngarambe a diplomat in the Rwandan embassy in Uganda together with Lt Col Burabyo kept on calling Kalisa warning him that he needed to return to Rwanda immediately or face kidnap. 

This was following the shooting of Charles Ingabire who was a refugee and also an editor to inyenyeri online news, on Ingabire’s burial Kalisa was interviewed by the BBC Kinyarwanda radio and explained the cloud of anxiousness covering the Rwandan community in Uganda. Kalisa went missing since the 12.august.2013.

Kalisa innocent served in the republican guard forces as a body guard to President Kagame, He was jailed after he was suspected to corroborate with the jailed Rwandan opposition leader VictoireUmuhoza Ingabire of FDU as well as what they called the gang of four, Lt Gen Kayumba, Col Karegeya, Maj Rudasingwa and Gerald Gahima. On the 12.08.2013 Kalisa was walking on the streets of Kampala when unidentified cars surrounded him, People posing as policemen kidnapped him and drove away, according to a source. Investigations are on-going to verify exactly what happened to Kalisa.

Apart from Innocent Kalisa’s disappearance and Charles Ingabire’s killing, Lt Joel Mutabazi was also attacked and shot at however with God’s grace he survived and went unhurt. It is reported that kidnapping ex-service men and politicians have became normal in Uganda, the Ugandan authorities seems not to care much about these crimes on their land, UNHCR is stuck in bureaucracy, the main worrying thing is that the human rights watch and Amnesty international are aware of all these crimes and have done little to help those still hiding in Ugandan slams.

Family and friends are asking anyone who may have news about his whereabouts to contact them, human rights watch, and amnesty international as soon as possible.
